The competitive-bid method is the most common type of formal buying. Vendors submit written quotes based on specifications sent out by the restaurateur.

Answer to Question 2

Once a menu is set, the numbers of each item needed for each meal period must be forecast. This serves as a basis for the quantities of each item to be ordered.
