When you communicate with one public in an attempt to have that message passed along to another
public, then the public with whom you are communicating is considered an intervening public.

Answer to Question 2

A primary public can directly affect an organization's pursuit of its values-driven goals. While still
important, a secondary public's effect upon the organization's pursuit of those goals is minimal.
