Inner is self-control and discipline, regulated by personal ethos and values, having a healthy ego that isnt pressured by peers negatively, will behave even when no one is watching
Outer control is provided by others, teachers, parents, coaches, authority figures
Kids with low inner are at higher risk for delinquency even with outer because you arent watched or supervised all the time, control has to come from within
