Answer: Good answers will define drug courier profiling and explain its origins and purposes and the Terry requirement of reasonable suspicion. The question of race has not been addressed by the Supreme Court, yet an argument can be made that if race is a profiling characteristic then more minorities than whites will be stopped. This can be addressed as an issue of minorities being disproportionately involved in narcotics trafficking or being selected for investigation on an inappropriate basis with a disparate impact on all minorities, not just drug traffickers.
