Many of the government sponsored programs may not be well advertised. Unlike a large food manufacturer, the government does not have an extensive marketing or advertising budget and may not be able to get the information out to the school districts.
There could be the matter of pride by the school district or the parents in the district not wanting to take hand-outs from the government.
There may be a perception that the foods provided by government grants are not as high quality as those provided from home. In this county, many students were not getting ANY dinner or food at home so they were literally starving.
