People believe that water will make the skin moister and less prone to dryness and wrinkling. The deeper layers of skin do have a blood supply from which water can reach the skin. The top most layer is made up of epidermal cells that are tightly packed. It is very unlikely that water can reach the upper layers of skin. What can help skin appearance and health is to apply moisturizer after a hot shower.
