The methods section describes in detail the procedures for achieving the study's objectives, justifies those procedures, and explains why the plan is likely to work. A full account of how the objectives will be achieved usually includes the project design, how success will be measured (usually through an evaluation plan), the participants or sample, the sequence and time frame of activities, and the duties and capabilities of the project staff.

Increasingly, grant sponsors are encouraging grant seekers to submit a letter of intent prior to submitting a full proposal. This type of letter of intent helps the grant sponsor determine how many proposals it will receive, estimate the time it will need to spend processing the proposals, and determine the number of grant reviewers it is likely to need. Grant sponsors often indicate that the letter of intent is a pre-proposal that includes a synopsis of most or all of the parts of a full proposal. This type of letter of intent should give the grant sponsor a clear picture of the type of proposal a grant seeker intends to submit. Using this type of letter of intent, the grant sponsor can get an idea about whether the proposal is suitable for its grant program. Most grant sponsors respond to this type of letter of intent and indicate to the grant seeker whether or not it should submit a full proposal.
