A family depends on its children to cultivate the land, secure food and water, and provide for the adults in their old age. Under conditions of ongoing poverty, parents will choose to have many children to ensure that some will survive to adulthood.

Answer to Question 2

The data collected from the nutrition research and nutrition monitoring programs help to formulate the U.S. national nutrition policy. Additionally, the research and monitoring programs are a part of the national nutrition policy.
