The ruptured follicle (corpus luteum) secretes estradiol and progesterone, which prepare the uterine lining for implantation of the ovum (if fertilized). If no implantation occurs, then estradiol/progesterone secretion stops, and the uterine lining is shed, thus resulting in blood flow (menstruation).
