Why hasn't the tobacco settlement of 1998 resulted in a more drastic reduction in smoking and other forms of tobacco use?
 
  a) Most of the funds were used for purposes other than tobacco use prevention and treatment
  b) The settlement included the provision that tobacco companies could market their brands in television commercials.
  c) The glamorization of smoking as portrayed in films and media is influential among adolescents.
