Enterprises that are publicly owned tend to be less efficiently operated than private sector firms. When convention facilities are operated by a government authority, the managers know that governments will keep it going with subsidies even if it loses money. In such an enterprise, there is no compulsion to please customers or closely monitor costs. The opposite is the case with private ownership that must earn a profit or disappear into bankruptcy. Earning a profit requires pleasing customers while keeping expenses under control even at the risk of angering labor unions. These pressures usually lead to an efficient and attractive product.
