Two technicians are describing I/M (Inspection Maintenance) 240 state emission testing.  Technician A says it's best to arrive at the test center with a low level of fuel instead of a high level of fuel to help pass the EVAP pressure test.  Technician B says a leaking gas cap can cause a failure of the EVAP test.  Who is right?
