A vehicle has a secondary air injection system that delivers air to the dual-bed catalytic converter. This vehicle fails an emissions test for CO (Carbon Monoxide) and HC (Hydrocarbons). Engine operation is normal, but the owner complains about excessive fuel consumption. A diagnostic trouble code (DTC) is stored indicating secondary air injection system air flow is always upstream.  Technician A says the secondary air injection diverter (AIRD) solenoid plunger may be sticking open.  Technician B says the secondary air injection diverter (AIRD) valve may be sticking.  Who is right?
