Comprehensive sexuality education programs are those that begin in kindergarten and continue through 12th gradethey include a wide variety of topics and help students to develop their own skills and learn factual information. Abstinence-only programs emphasize abstinence from all sexual behaviors, and they typically do not provide information about contraception or disease prevention.

In the United States, the opposition to sexuality education has often been due to two attitudes: first, that sexuality is private, should be discouraged in children, and is best discussed in the context of a person's moral and religious beliefs; and second, that public schools are by their nature public, cannot discuss sex without giving children implicit permission to be sexual, and should not promote the moral or religious beliefs of any particular group. The result of these conflicting attitudes was the belief that sexuality education was best performed by parents in the home.
