Educating employees on ethical issues, including how to recognize and work through them and correlating them to organizational values, would be a strong component of an ethical organizational culture.
All employees need to understand their options when they witness a violation of organizational ethics.
In-house chaplain support for emergencies is a valuable tool, but this would not necessarily help establish and maintain an ethical organizational culture.
Using assertive communication is important when working with others and might demonstrate an organizational value of respect, but it would not in itself ensure a strong ethical organizational culture.
