Stage 1: Risk assessment  all phases of an organization must be analyzed for
potential crises; Stage 2: Communication plan development  time frame, internal and external
messaging, delivery system, and tracking and managing all devised with input from a variety of
relevant personnel; Stage 3: Responders  to address first, clearly, and frequently; Stage 4:
Recovery  after the crisis has been addressed, when credibility and trust are reestablished

(1) high degree of uncertainty, (2) short time to respond, (3) increased pressure for information
