Answer to Question 1

Due to the low protein content of cake flour, which results in less gluten production. A more dense, tougher product is expected if flour is not sifted prior to measuring.

Answer to Question 2

An ingredient must have acid in it for the baking soda to react with, giving off CO2 . This could be buttermilk, regular milk with 1 T. of vinegar added, or brown sugar.
