Selection of the government contractor for an administrative search by the OFCCP to ensure that it maintained an affirmative action program mandated by Executive Order 11246 was made pursuant to a neutral administrative plan, and thus did not violate the Fourth Amendment. The administrative plan had clear criteria for ultimate selection for actual review by the OFCCP.
