Why would a resting ECG be normal when there actually is a heart problem?

It dilates coronary arteries, increasing blood flow to the heart and relieving angina attacks.

Answer to Question 2

Abnormal heart rhythms may not be detected unless the heart is stressed.
Increased demand on the heart causes abnormalities to appear.
