Answer to Question 1

Many towns will not employ any of these tactics. Source reduction is not likely to be mentioned and recycling is likely to be voluntary. It could be useful to evaluate why the city or town has not employed the ideal waste management plant suggested by the author.

Answer to Question 2

Most students will live in states without deposit legislation. Bills requiring deposits on beverage containers have been successfully fought in most states. The arguments against deposit legislation include rodent, ant, and other pest problems in grocery stores and consumer reluctance to return bottles.
