The disciplinary procedure is between an employer and the employee and is not the case with the situation because the nurse worked all required shifts, but the employer asked for more shifts than originally agreed upon. Arbitration is used to settle a grievance, if the employer and employee cannot resolve the conflict on their own, so it is too early to bring in arbitration.
