The next best contact would be the ombudsman for seniors because the agency acts as a client advocate and will guide the client through the entire process and will do a lot of the work of contacting other agencies as necessary in order to find the best solution for the issue. An Internet search should reveal toll-free phone numbers available for the client's area ombudsman, State Board of Health, and the Joint Commission report line.
