A hospital is planning to convert to an electronic health record (EHR) system. Which action by administration would best address both legal and ethical issues related to EHRs?
 
  a. Create consent forms that acknowledge the use of EHRs.
  b. Develop policies and procedures related to patient privacy.
  c. Hold public meetings to describe use of the EHR system.
  d. Train the nursing staff on proper use of the EHR system.

Question 2

A nurse is interested in taking a second job in an adjoining state but does not want to take another licensure examination. A helpful co-worker correctly states,
 
  a. Check to see if that state is in our Compact.
  b. See if that state will just give you a license.

Privacy is paramount to using an EHR. Federal privacy laws established under the Health Insurance Portability and Accountability Act (HIPAA) require the development of privacy rules for technologies that use electronic data exchange.
Merely acknowledging the use of the EHR system would not really address legal and ethical concerns.
Public meetings might create goodwill but would not really address legal and ethical concerns with the use of electronic records.
Training those who use the EHR is an important component of its proper use, but this does not go far enough in addressing ethical and legal issues.

Answer to Question 2

A
Many states have enacted the Nurse Multi-State Licensure compact. Nurses in Compact states can practice in any state within the compact with a valid license from one of the states.
The state will not just issue a nursing license to someone who asks.
If the states both belong to the Nurse Multi-State Licensure compact, having a license in one state allows practice in any of the other Compact states without taking another exam.
This might be true but not unless the adjoining state belongs to the Compact. The nurse must check to find out.
