Answer to Question 1

The borders serve to provide an alternative crop for the insects and the idea is that the insects attack the plants around the border and not the crop.

Answer to Question 2

When a crop is harvested, seeds from the weeds are also harvested. Many weed seeds are too small to separate out and go through the processing with the grain. The weed seed is then ingested by the animal, goes through the digestive system of the animal, and is passed out with the feces. When the feces is used as manure fertilizer, the weed seeds are inadvertently planted and may germinate in the soil along with the crop.
