If a subcontractor had a question or concern that could best be answered by conferring directly with the owner of the project, could he or she pick up the phone and call the owner to request a meeting? Explain.

No. The subcontractor has no direct line connection to anyone other than the general contractor or whomever else he or she is in contract with. Questions for the owner would have to go through that intermediary.
