Answer to Question 1

The Fair Labor Standards Act established minimum wages. The members of the engineering and construction industry have to be paid at least the minimum wage when working on engineering and construction projects.

Answer to Question 2

The National Labor Relations Board hears cases that involve grievances by workers against management and it helps settle worker strikes against management.
