ANSWER: Any of the following points can be addressed with supporting points to how improvement can be made in the school district: 1) Inadequate curricula, 2) low standards, and 3) faculty out of touch with schools.

Answer to Question 2

ANSWER: Supporters emphasize the need to ensure a high-quality teaching force whose members are competent in basic knowledge and skill areas, whereas opponents focus on the absence of clear indicators that the tests are relevant to effective teaching practice.
