Doubtful. Even though the industry is still in its development phase, the cost of each new mega-ship (over 1 billion) will limit its growth. Airlines carry business and leisure traffic while cruise lines only carry leisure customers.

Tourism bureaus in the U.K. are usually formed and financed as partnerships between public and private sector bodies. This can include local municipalities, chambers of commerce, hotels, tourist venues, and similar businesses. Funding is derived from public sector contributions, private membership fees, destination management companies, transport operators, and numerous other arrangements. The U.K. does not have a system of bed taxes or hotel occupancy taxes. As a consequence, budgets are substantially smaller.
