Answer: Most waterspouts form over warm bodies of water. These fair-weather waterspouts develop as the warm water heats the air from below and causes it to become unstable. As air rises within the unstable atmosphere, adiabatic cooling lowers the air temperature to the dew point, and the resultant condensation gives the waterspout its ropelike appearance. Waterspouts form in conjunction with cumulus congestus clouds, those having strong vertical development but not enough to form the anvil that characterizes cumulonimbus.
