Why do jovian planets with highly eccentric orbits indicate that it is unlikely that a star has a habitable terrestrial planet?

The large jovian planets with eccentric orbits would destabilize the orbits of terrestrial in the inner solar system, resulting in ejection of the terrestrial planet or conditions too extreme or variable on the terrestrial planet for life to develop.

A flare star has violent flare activity that might disrupt the upper atmosphere of a planet and send energetic particles and X-rays flying through living organismsnot very pleasant.
